It never stopped raining in Midgar.
Once, high in the Nibel mountains when he had been younger , Cloud had eagerly awaited every rainfall. Snowfall was frequent, yes, and that brought its own sense of muffled peace, but there was nothing like the silence that came with rain.
No voices reminding him of his position at the bottom of the social heap, no need to awkwardly mumble his way through conversations with the well-meaning but clueless members of their tiny community. There was only him, the wash of rain, and Tifa.

They were in Golden Koi. It was late – no, early – and there was no one else around. Conroy and Duke and whoever else hadn’t taken a bullet were out celebrating their victory over Dogeyes, the restaurant staff had all gone home, and Mrs Chu was asleep.
Winston had dragged Wei in through the backdoor – jimmied it open like they were teenagers sneaking home and he didn’t have the key – and insisting on toasting to their achievements. There’s good booze, he had said. The expensive stuff Ma keeps for special occasions. He grinned, looking back over his shoulder with his cheeks flushed with excitement and victory.

Maybe this is just how Winston was when he was with Peggy. She had said he was softer.
Actually, now that he was thinking about it, had Wei ever spent time with the two of them together before? Separately, sure, but not both at the same time.
Wei checked his rearview mirror and couldn’t help noticing Peggy curled up into Winston’s side. As much as her seatbelt would allow, anyway. Her eye met his in the mirror and she waved, smiling almost coyly.
He quickly refocused on the road.
It was just dinner and drinks. It was going to be fine.

The leader roared in pain and released Haruka who staggered back in shock. Blood was pouring out of the leader’s nose and over his lips while the man responsible simply stood there and watched impassively.

Summary
(Diverges from canon before Phase Two: assumes Loki escaped from Asgard after the events of 'The Avengers' and has continued to make trouble for the team.)
After a battlefield taunt gets much more of a reaction than expected, Tony realizes that at least some of Loki's vindictiveness may be influenced by outside factors.
Since Asgard's punishments just seem to keep making Loki angrier, and it's Earth that keeps on paying the price, Tony decides to take matters into his own hands. Besides, Loki keeps showing up to talk to him, so he doesn't have much of a choice. He just wishes he knew what the Devil he was doing.
Loki's volatile and dangerous and Tony may have bitten off more than he can chew, but slowly something grows between them. Love isn't a magic cure, but between them maybe they can alleviate the symptoms.
