[Western Scenario] Elena and Veile Duo Party Challenge Guide v2.73

Introduction
This started out as a fun challenge I wanted to try for myself, so I decided to write up the strategy in case it could help anyone else!
This challenge run is best suited for players who have already beaten Perpetua at least once, though I certainly can’t stop you. These strategies might also be useful outside of challenge runs for anyone who wants to use the game’s magic and ritual systems to the fullest extent. Feel free to email with any comments or suggestions—be warned, though, flames and trolling will get fed to the fleggs!
EDIT 1/14/01: I’ve received a lot of comments calling this party make-up unrealistic. Yes, they’re both glass canons and have the same starting (STARTING) stats, but a Veilena duo party has real utility! (But thank you all for the delicious flegg feed!)
Rules
- Only Veile and Elena can take any actions in battles—for forced fights where you don’t have the opportunity to do any party setup beforehand and put them on the bench, Jonathan and Nicky need to skip their turns. Sorry boys, I’ll write your guide next! I like to imagine they’re on their lunch break or working at the Little Snail.
- Cheats aren’t allowed—then it wouldn’t really be a challenge run, would it?
- Only Elena and Veile can level up—no using Jonathan’s passive Turtle Shell buffs, sorry!
- For the segments when Veile is removed from the party for Reasons…well, it’s an Elena solo run temporarily! You’re not doing a challenge run because you want the game to be EASY, are you?
Basic Strategy
When people think about this strategy, you might expect to use Elena as your DPS and Veile as your support exclusively, but with such a limited party, you have to get creative. For example, Elena’s Barrier is going to be instrumental in getting through the early game, and Veile actually has some pretty hard hitting spells, especially once you start unlocking Rituals. I’ve included a table with some of her most useful Rituals—it’s not exhaustive (yet!), but it should be a good starting point for understanding what Veile can do!
When leveling up, it’s important to focus on building up raw power for Veile. Evasion might seem like a good investment, but remember, barrier barrier barrier!
Also, this will be controversial, but…the Puppet Master card game in Calstega Bay is going to be really really important for this challenge run! I know this minigame is NOT popular and most people skip it (or just miss it, since you have to join the tournament BEFORE starting the cooking competition), but some of the prizes are really good—the Ruby Circlet for Elena that increases her max MP is pretty much vital. So yes, you will have to start picking up good cards early. Sorry, I wish it was Beachminton too! Protip: you can get some good practice runs in against the Fleggbot. No really!

hey thanks for the guide, its super helpful!! my brother said theres nooo way anyone can beat the western scenario with /just/ the girls so im on a mission to prove him wrong :p im almost done w the main story but do u know hwo to beat the secret boss flegg with just veile and elena??? i really want the special ultima egg staff for veile it looks so cute!! all the normal strategies say to spam nickis recipes and the fleggbot debuffs to get the defense down but obv that wont work here. any ideas??

You’re trying to beat Ultimate Fleggusis with just Elena and Veile? Yeah good luck with that, no way in a hundred years thats ever going to work. The default party setup is there for a REASON.

Thank you for reading gamer_grl! I’ve been working on the secret bosses, they should be in the next update—I haven’t had time to do testing yet (my disk got scratched and I can’t make it to the mall until next week...if you want to give it a shot that would actually be a big help!), but the Ultimate Fleggusis’s lair is actually really conveniently located near the Fields of Ash. So it’s the perfect farming spot for Phoenix Storks, and their common drop is Phoenix Feathers! And the game never actually tells you this (and neither does the so-called official strategy guide…thanks to freelyforsaken for writing all this up in her guide!) but Veile’s Golden Ritual damage will scale based on the number of Phoenix Feathers your party has in their inventory. So if you grind enough to get 99, you should theoretically be able to take Ultimate Fleggusis out with two or three Rituals before it can get off its Megaomelette attack!

omg thank youuu that worked!! had to grind all weekend (and faked sick once or twice :p) but even my brother admitted that was pretty cool!! i should be able to beat the game soon but first im gonna kick some flegg butt with a taste of their own medicine. the egg staff attack animation is sooo cool

this is such a dishonest way to play a RPG I am DISGUSTED. the RP stands for ROLEPLAYING!! Youre supposed to get in the minds of the characters. If you can’t come up with an in story reason for what you’re doing then your playing it WRONG!!! you don’t DESERVE the Ultima Over Easy Staff you didn’t EARN IT! this whole guide is a PERFECT example of misunderstanding everything about how games work. PLAY ANOTHER GAME!!! You shouldn’t even BE on gamefaqs if you’re not going to take it seriously, this is a website for ACTUAL GAMERS

ok lol i was actually thinking abt this but it works for the story!! the best time to stop and fight mister ultra flegg is right after the big fight where veile gets mind controlled by calligenia and elena is the one who has to get her back and help her remember who she is. then they get away and are hiding out in the fileds of ash so i can totally see veile wanting to go off and be alone and think about her powers and what it all means etc etc. then elena could follow her and they have a heart to heart! and kill a bunch of birds in the meantime i guess but elena would totally suggest that as stress relief

@gamer_grl I love that idea! Part of the fun of this run is imagining all the conversations Veile and Elena must have, and that’s such a good point about the aftermath of their confrontation with Caliginia! I was always disappointed that we don’t get to see Elena and Veile talk in the moment. It’s such a powerful scene and it really shows how their relationship has grown—it’s hard to imagine early game Elena being so sincere, you can tell she’s gone through a lot (and learned a lot from Veile!). Obviously they have to focus on saving the world, but I kept expecting there to be, you know, a camp conversation or something about it? Maybe when they release the special edition we’ll get something extra!

I don’t think there’s any reason to assume storks have the same connotation as they do on Earth—this is Perpetua, after all! But that is correct about the Phoenix Feathers—if you find the secret enclave of the Valte Deserters, you can get a sidequest where you help one of them deliver a love letter to his sweetheart. He asks you to collect some Phoenix Feathers to go with it, implying they’re a symbol of love and devotion in that culture. It’s a really funny sidequest, I highly recommend checking it out! there are a lot of different outcomes depending on whether you actually give it to the right person. (You can even deliver the letter with Raven Feathers instead—I won’t spoil that outcome but it’s hilarious.)

oooh yes i did do that sidequest! ill be honest id almost forgotten abt all that, i got distracted playing birdzin at the enclave (idk why everyone likes wurdzin better!!) but well it gave me an idea:
The Fields of Ash were much prettier than Veile had expected based on the name—but apparently, there were actually several trees and grasses that thrived in the rich soil. She and Elena had been fighting Phoenix Storks all morning, but Elena had suggested they take a break in the shade of one of the sprawling trees.
Veile looked down at the pile of feathers gleaming gold between them. “Are you sure it’s okay for us to take so many? I mean, other people might need them, right?”
Elena took a big bite out of one of the sandwiches Nicki had packed for them. While she chewed, she made a show of peering around them, left and then right. “I don’t see anyone else here!”
“I guess that’s true…” Veile took a nibble of her own sandwich. “I just worry about hoarding them.”
“You said you feel like they give you more power, right? The future of Perpetua is in our hands, Veile! No one’s going to begrudge us a few measly feathers. We’re actually doing the whole world a favor by gathering them all.”
“If you’re sure…oh, what’s that?” A big gust of wind was approaching, scattering leaves and blowing Veile’s hair straight into her face. Elena squawked, and grabbed for the feathers as the wind caught them and threw them haphazardly into the air.
The wind died down as one of the Valte doves landed near them. Elena reached for her staff, but the dove didn’t look like a soldier—for one thing, she had an enormous picnic basket slung over one wing.
“Well, hello there!” She waved that wing at Veile and Elena.
Veile waved cheerfully back. Elena was too busy collecting and re-counting the feathers to be polite. “Oh, hello! Would you like to join us?”
The dove happily trundled over, and then tilted her head, peering at the pile of feathers in Elena’s lap. “Ah, that’s a lot of Phoenix Feathers you’ve got there!”
“Well, you see, there’s a good reason for that—um—” Veile stumbled over her words when Elena elbowed her sharply in the ribs.
The dove looked between Veile and Elena. She nudged Elena with one wingtip. “Only the best for your sweetheart, huh?”
“Oh, well,” Elena said, and then, “yes!”
“Um?” said Veile.
Elena rallied. “We passed through the Enclave awhile back, and it seemed like a very nice tradition!”
“It is!” the dove cooed. “You know, when my wife was first courting me…”
The ensuing lunch should have been lovely—Veile loved meeting new people!—but their new dove friend kept giving Veile and Elena sly looks, and they weren’t even DOING anything! They were being friendly and normal!
When the dove finally flew off, Elena said, “She was nice!”
Veile could feel her whole face turning red. “Why did you say that!” she whispered furiously.
“Say what?”
“That thing about—you know! The feathers!”
“Well, you know, I don’t know! I thought maybe we might get in trouble!”
“You /said/ it was okay for us to take this many!”
“It is! You can still get in trouble!”
“That doesn’t mean you should /lie/!”
Elena made a frustrated noise, burying her face in her hands. After a moment, she looked up, determined, and plucked one of the feathers from the pile and tucked it behind Veile’s ear. Then she leaned in and kissed her on the cheek.
“There!” she said. “Now it wasn’t a lie!”
“Oh,” said Veile. She touched the spot where Elena’s lips had been. “Oh! Well, then I guess that’s okay.”
