That's not the important part. The important part here is that the Regent has noticed, and he's curious. Starris, after all, is a planet that has done away with such tragedies as "needless suffering" and "sudden loss".
So, while the rest of the party are out doing whatever it is they do once the fire goes up, he does as anyone with a question would do. He asks it.
