Ideas:
Only a small amount of people can turn into birds.
Cassian was a phoenix but he didn't find out until a few minutes before he died (haha, he could've saved Jeff if he knew before hand)
Not many people know about people turning into birds, therefore some people who can turn into birds don't know until they are in a dangerous situation. Lampas takes people who can turn into birds and tries to make them into psykers.
People who turn into birds, their human appearance changes after they transfor and some still retain their features as a bird, e.g. Red Eye somehow retaining his rectrices whether he liked it or not without using up mana.
All people who can turn into birds can use skills to keep their bird features as a human, e.g. Crow having wings.
Cassian would not have been able to be in Gangu's body if it weren't for him being a phoenix as well.
Yuri and Gangu's family secret is that both of them are birds.
All the vassals of Winterbell can also turn into birds. Mujin is one of the most proficient people there is when turning into a bird. She could probably beat majority of people as a bird.
Winterbell could've also made a deal to the government to keep the people who could turn into birds to pretty much have the same rights as any other person alongside with creating the vilzones in the past. They also actively seek out people who can turn into birds, they rarely find them however
