Jesse reads the reports obsessively, to the point that Emily has to lure her away with Bureau work and responsibilities just to get her to calm down and give her something else to focus on.
She should have been here sooner.
Dylan was her responsibility. He was her brother. She failed him. Everyone failed him, but especially her. She'd promised when they were kids that no matter what, she was going to take care of him, that she'd take care of everything, and she hadn't.
All of this was her fault.
She'd though, in the few terrified seconds she'd had to think, that if they both ran, then she would be loud and make a big show, and the grownups would chase after her and Dylan could find somewhere to hide, like they always did when they got in trouble. She'd come back and find him and they could go find somewhere else to lay low until everyone left.
But instead, they'd taken him, and she'd never seen her brother again. Not until now, after everything's gone to shit, and she still can't protect him.
So she reads what they did to him, every single word, watches every second of the videos they took, listens to every recording, tortures herself with the knowledge of what she couldn't stop, and waits for him to wake up.
Dylan, I'm sorry. It'll never be enough to say it, but I'm so sorry. I love you, I'm sorry. I'm sorry. I'll fix this, somehow. I swear I will. I'm here now. I'll make it better. I'm sorry.
