Summary
If Aizawa-sensei is right (he is) and Izuku can be a hero without a quirk, then maybe there are a few other people who could also be heroes if given a chance. So Izuku uses his analysis skills and his intern connections (family) to develop Plan R: Reform. Aizawa helps, but is a little busy with Plan R: Revenge. Summary

Summary
Even if All Might is right and Izuku can't be a hero, Izuku refuses to be useless. So Izuku uses his analysis skills to develop Plan C: Consulting in order to help the heroes. Eraserhead is impressed by this mysterious new consultant but alarm bells in Deku's behaviour quickly have Aizawa recruiting help for Plan A: Adoption.
