    Since this part is a bit confusing, I will bring it back to the committees for discussion.

    I think that would be a very good thing and I look forward to clarified wording. While I am glad the Archive supports challenge runners or collection maintainers in this way, I don't think it needs to be a special rule, and should be dealt with between collection maintainers & challenge runners and their participants. Collection maintainers & challenge runners can still have the right to say what behaviour falls within the rules of their challenge, without particular aspects of those rules needing to be part of the TOS as well.
