Summary
Several months after Diluc's return to Mondstadt, a number of truths become evident.
One: Draff's daughter, Diona, has awakened to a Cryo Vision.
Two: last week, Draff had been reported missing, when a routine hunting trip took a wrong turn. He'd resurfaced within the week—a little banged up, but otherwise no worse for wear. Supposedly, it was his daughter and her new Cryo Vision that had saved him, and not any of the search parties that had been organized by the knights or Adventurers' Guild.
Three: in the days before Draff had been found, Diona's Vision had gone unreported. In the city of freedom, it's her choice whether she wants to partake in the usual sermons and ceremonies that accompany the birth of a new Vision—just like the Church of Favonius is free to complain about it and cry blasphemy and disrespect.
It's really none of Diluc's business, one way or the other… but it's all anyone will talk about. It becomes his business when Draff, already one of his regulars, fails to show up at the tavern for weeks, and other patrons comment on it. It becomes his business when people remark on Diona's age, going on about how blessed she is.

There’s her father, noble and valiant and every bit the hero that Ylisse has always loved, as he leads his Shepherds to war; there’s her mother, great and proud and too visibly Plegian between her darker skin and the distinct slant to her eyes, according to the various noblemen and council members that still gripe at Father’s decision to marry her, as she stands firmly at his side and guides his every move.
—and then, her mother leaves one day for battle, and does not return. And then her father follows, precious little more of him returning than the sacred blade he wields. And then the sky tears open, and little else matters.
Amidst it all, there’s the roar of a great and proud dragon, furious after having been sealed away for so long — but wedged deeply within that anger is a pain that cannot be ignored. The dragon screams, and it bleeds in to the sky, and it burrows into Lucina’s blood.

The thing is, the old man never really cared about what Natsuo did in school until Shouto got into UA too — but on the first day of Natsuo’s second year, Dad fixes him with a stern frown and says, gravely, “Look after your brother.”
Natsuo’s not going to do shit. How typical of Dad to ignore him for years, keep him confined to the other side of the house where he can’t distract his masterpiece, only to reverse course now that Natsuo’s presence is convenient. He did the same thing with Fuyumi, once she took on the lion’s share of the household chores.
Besides, Shouto’s a big boy — only one and a half years younger. It’s not like Natsuo had anyone but Fuyumi making sure he got to school on time and did well enough to stay afloat when it was him in this position last year.

Or: Shouto is two years older, Natsuo is in the general studies track at UA, and things get worse before they get better.

Once, last year when Diluc had first returned to Mondstadt, he’d been out for a wander around the city walls when he’d spotted Kaeya standing with Bennett in front of some training dummies, showing him how to thrust properly with his sword. Razor and Fischl had been watching closely, growing more and more excited until Bennett had executed a particularly powerful-looking Pyro strike, upon which point they’d all cheered and fallen together in a group hug. The proud look on Kaeya’s face had been one Diluc had recognized well, as it had once been on his own face when Kaeya had finally made it into the Knights of Favonius.
It had been hard, then, to see the family he’d carelessly cast aside. There was a divide between himself and Kaeya Diluc had thought could never be crossed, but here was Kaeya, crossing it. Here was Kaeya, trusting Diluc with the kids he considered like younger siblings to him, even if Klee’s opinion of him was written all over her face.
