Did he become a lightning rod of sorts?
“Neon!”
It’s instant, like a snap, a loud crackling noise and a bright light flashbanging him. After blinking the spots away, arm above his eyes, thinking he actually got a lightning bolt striking down the hallway- even with how insane that sounds- he finally understands why it feels so familiar.
It’s a bloody interdimensional portal. Again. Because why not.
“No!” he exclaims, annoyed “Not today! The universe has no consideration for my schedules!” -

Or, after messing around with leftover Krang technology (thanks a lot Donnie) the Rise Turtles end up in the middle of Season 1 of the 2012 series. And trust me, they're gonna leave a mark. -

Skeletons should know better than to take a bone away from you. One reason is because you’ve lived half your life using your dog personas and you kept having the behavior of a dog. Another reason is because you rather appreciate a nice bone and you will freaking bite any hand that tries to take it away from you.

Okay so you had in mind that you’d bite anyone that takes your bone... Turns out you got sappy for the skeleton brothers and now you’ll bite anyone that takes your bone and/or your skeleton/s away from you.

Summary
Leo thought he and Donnie had the situation under control. It was just a little portal, a fun experiment, but then said experiment attempted to kill the 'disaster twins' so maybe he was just a teeny bit overconfident in their skills. However, when the portal spits out four turtles- four turtles who seem rougher, older, more worn down- Leo starts to regret ever using the katanas as pizza cutters.
Clearly they did not appreciate his treatment of them and decided to make his life as hard as possible by dumping four emotional damaged turtles into his hands.
