From the moment he met him, he knew Hannibal was gay. It's less about the man's flowery way of speaking and eccentric clothing and more about how Will's empathy can be reduced to just a really good gaydar. Hannibal has never said it himself but Will doesn’t need him to. It’s become a fact of life. The sky is blue, life is hard, and his psychiatrist is gay.
Of course, he's not implying that he, a desperate, lonely, gay man, has a crush on his attractive, single, defiantly gay, psychiatrist.
That would be absurd.
OR, Will and Hannibal become friends with benefits, an inevitable romance ensues (and lots of sex of course)

As humiliating as the situation was, Bruce swallowed his pride and did what was asked of him. Nobody was getting hurt when The Riddler was right here with him, and if he executed this plan correctly, he’d be able to arrest Riddler after he had his way with Bruce. “Yes, will you help me?” The words were forced out, he refused to let his tone be as pathetic as his words were, but it seemed to do the trick. “Well, if that’s what you want, who am I to deny it! I prefer to be wined and dined first, but I’ll make an exception for you just this once.”
