But he did, and he held it against Jason, until the day he died. Now Jason's gone, and Dick feels like hes drowning in the guilt of being so cruel to a child.
Then Bruce disappears, and he takes on the cowl. He chooses Damian as his Robin, and looses Tim as a response to it. He understands once its all over, Tim needed him too, and he wasn't there- Just like he wasn't there for Jason
He tries to rebuilt his relationship with Jason and Tim, but balancing shattered relationships with two brothers doesn't leave much room for keeping Damian close.

Summary
While trying to get groceries at 2 in the morning, Tim is harassed by a creepy man in a corner store.
Tim does what everyone does when they are afraid: he climbs through the window of Dick's apartment.
Both Dick and Jason are still awake and do their best to calm Tim down and figure out what happened and how to help him.
(Note: this is in the era where Tim is still Robin, but Jason has calmed down enough to get along with Dick and be a grudging ally to Tim, even if he is still very angry with Bruce.)
Chapter 2 explains what Jason is upset about - it's always something with him.
