Keigo, as a child, had been unclear about why the Commission is so upset to find out he is blind. Keigo has always been blind. He was born this way. He was like this when they took him. He doesn’t understand why they’re so angry when they find out he sees using his feathers, instead of his eyes.
Keigo, as an adult, knows that the Commission’s anger is bullshit.
