No, the only possible reason Kon hadn't shown any interest in Tim was quite simple and straightforward, as much as it pained the boy to think. Kon, while aware that Tim is an omega, did not see Tim as an omega. For him, Tim was not a viable option to be interested in. And it could be that as Superboy, he was just trying not to mess up the balance of the team and so just ignored their second genders altogether.
Maybe Tim had been too effective in being professional. Maybe he was just a failure as an omega, too bossy and disobedient and all those things that society said omegas shouldn't be, and couldn't catch Kon's eye. Maybe Kon just wasn't interested in him, but Tim wasn't a quitter.
So, like everything else in his life, Tim would achieve what he wants with a plan. A perfectly crafted plan to subtly (and then not so subtly) make Kon see him as an omega– make Kon see him as a boyfriend, even mate material.

Conner was on a mission today. A mission given by his omega father, Lex Luthor, to woo the omega son of the Wayne household, Jason Wayne.
Conner had come of age, and as Lex pointed out, Jon-El was still a few years too young. Being the son of Kal, Conner could contest for the right to the throne, but for that, they needed backing. And there was no one better than the Waynes of Gotham kingdom– only another ruling house could be good enough backing. Which meant that Conner had to marry the Wayne omega, namely Jason Wayne. For that, he needed to woo him, start a courtship and make sure it ended in a marriage.
That was easier said than done, of course.

She was the hottest girl Kon had ever seen.
Granted, he hadn't really been alive long enough for it to count but hey, he had seen a lot of girls in that short period, okay? And this one? She was drop dead gorgeous, like a supermodel, and Kon had no idea why his heart seemed to be beating faster just by looking at her from across the room.
He briefly contemplated not doing anything and just ignoring her existence but that was the exact second she looked up in his direction. Her blue eyes widened by a fraction before she gave a soft, small smile and turned away to continue the conversation she was having with her friend. Kon could only see a part of her profile now, most of it hidden by the long curtain of slightly wavy black hair that complemented her pale skin wonderfully under the disco lights.
If just seeing her was enough to get his heart beating faster, seeing her smile was enough to make it stop. Kon didn't stand a chance.

Summary
Timothy Drake had been sent into the royal harem at a very tender young age. His parents had given him away, as was common for noble families with many children to do. Not that Tim had any siblings– he was an only child, and an unwanted one at that. His parents had taken the chance as soon as it presented itself, to rid themselves of him in a manner that was acceptable and would leave Tim in hands that were… good, for the most part.
Conner Luthor was a bastard alpha, a shameless incorrigible good-for-nothing playboy who had already slept around quite a bit. He was the kind of person high society disdained and disapproved of. And Timothy Drake happened to be horribly in love with him. He may have fallen in love with Conner, but there was nothing he could do about it. Tim's life was already planned and set. He was supposed to live the rest of his days out in the harem's palace, and there was no room for a different alpha than the king in it.
To fall in love with another was treason to the throne and to the king.

“I think it's a little late for that,” the guy said cheerfully and Tim tensed a little. “Tim's been listening in for a while now, haven't you buddy?”
Crap. They found him. Okay, okay, it wasn't a crime to eavesdrop. Maybe a little rude, but it can be excused, right? Tim smiled nervously as he stepped out to finally look at the guests properly and– wow. That was the prettiest person Tim had ever seen.
