Summary
The truth is, that no one really can say why some humans start to express animalistic traits at some point while growing up. Some call it evolution, some call it mutation, but no one could pinpoint so far where it comes from. And even at a time that has not only Superman, Aliens and other meta powered individuals around, governments rallied fast enough and took a lot of rights from these hybrids. Out of fear officially. To control them unofficially.
One of the most impactful being that they need to have a guardian. Which obviously got translated very fast into ownership by the rich.Jason is one of those hybrids.
