Rufus flexed his fingers, reached out, and settled a heavy hand on Tseng’s thigh. “What,” he repeated, “has been stopping you?”
Avalanche escaped, President Shinra is dead, and Rufus wants to celebrate. Of course Tseng complies, especially when it involves pleasing his new president.
