1372PSYA.1989.나39 was an Idle Type Disaster featuring a supernatural creature commonly nicknamed by Bureau personnel as the Bogeyman. Akin to the Dragon Palace, every once in a while Bureau teams were sent after the creature in hopes of finding missing children before they disappeared forever.
The difference being attempts at pretending to be children did not deceive the Bogeyman, and thus their missions were based on stealth, as the creature attacked every adult that attempted to intrude into its lair.(Hyeonmu-1 vs. the Bogeyman)

He should at least try to throw it at some villains.
So he becomes a vigilante. But not a brave, heroic crime fighter, dodging heroes and officers at every turn.
No, he gets arrested his very first night out.
Through a combination of bullshitting everyone, quirkist lawmakers, and the technical definition of vigilantism, he makes it back out onto the street.
It’s just self defense, right?
Or,
Izuku’s a vigilante, a pretty good one too, but he’s shit at dodging law enforcement. Luckily for him, since he’s not actually breaking any laws, he doesn’t have to.

Summary
Class 1A has one final assignment before the end of the year exams begin. A Civil War between Class 1A. With Kirishima leading the Heroes and Izuku leading the villains. But this Civil War turns out to be a bit more realistic for the hero team than they thought. Aspects of running a hero agency none of them ever thought of. All while sweet Midoriya lay in wait within the city. It doesn't matter. Izuku is sweet and he isn't cut out to be a villain.
