“I’d rather not say over the phone,” Ichigo hedges, and that’s probably not good. There’s a hesitation there, and then a sigh. “You know what, sorry. I’ll figure it out. I don’t know what I was thinking—”

OR:8 months after Ichigo loses his powers fighting Aizen, Kisuke gets an unexpected phone call. Once again, Ichigo's found himself in danger. Only this time, he's been dealing with it alone. That's unacceptable, as far as Kisuke is concerned.

Ichigo grows, and grows up well.
Some years after the war, Kisuke has an epiphany.He quickly made a joke about Ichigo writing a takedown of the assignment’s premise as his response. As expected, Ichigo turned back to his assignment with a sharp bark of laughter.
It was a pleasant bark of laughter.
Oh no, Kisuke thought.
If Ichigo were to show interest in him, Kisuke might accept.

Summary
Kurosaki Isshin had a plan. It was a simple plan- if he could get the spiritual world away from his son, now that his son had lost his powers, Ichigo would be able to live a happy mortal life and avoid all the problems that tried to kill him, everything that brought pain and hurt and suffering to his eldest child. It would be good for him- after all, life in the mortal world had been good for him.
What he forgot to think about was that his son's friends weren't about to let him go. None of them had been the type to let go of things even before their powers had settled into them, and certainly not afterwards. And these people are already skilled at changing the world.

Everybody knew about the 12th’s lieutenant. The man who had held the position for near a hundred years, and adamantly refused to become a captain. He was the subject of much gossip in the Gotei 13. After all, he made quite the striking figure. Wild orange hair, a permanent scowl, and power that clung tightly to his skin, it really was not an exaggeration that everyone knew him, or at the least, knew about him.
Everyone, it seemed but Urahara Kisuke himself.
The very same Urahara Kisuke who as of today was the captain of the 12th.
