Only the dog lifted his head and looked towards the door from where he was lying by Kenji’s desk. When he laid eyes on Dazai, he started growling and barking at him. Dazai jumped on top of the closest desk, hissing at the dog who was now at that desk baring its sharp canines at the bandaged man’s ankles.
“Why is Chibi such a big dog?” Dazai half whined, half screamed. “He should be a chihuahua or a French bulldog, not a big mongrel.”

Summary
The one who ran to Poe was a young boy, not older than five. Against that, his hair was mostly grey, with only a few strands of black. But what was most surprising was that he was completely naked.
“Oh my god,” Poe whispered and crouched down to be on the same level as the boy. He felt his eyes fill with relieved tears and, without a moment of hesitation, he draper his coat on the young boy’s shoulders and pulled him into a hug and the boy hugged him back. “Karl, I was so worried, please don’t run away like that again.”

There’s no imminent war on the horizon. Shishitoren and Furin have become allies. Overall, life has gone back to normal and being on different turfs signifies that both gangs don’t have to interact all that often, if at all. So Sakura had no excuse to come to Togame, same as Togame didn’t have any excuse to invite Sakura to the festival that day.
But that’s the whole point, isn’t it? They don’t need excuses, because Togame said they were friends and friends can hang out and do stuff together without an ulterior motive.
It's as simple as that.

or; Togame realizes that he and Sakura are friends, but not as close as they could be. After spending more and more time together, he also comes to the conclusion that whatever feelings Sakura provokes in him, he wants to experience it more.

Summary
So Vein doesn’t trust anybody. How could he? He hasn’t survived a quarter of a century walking barefoot through hell being naïve. If anything, he prefers animals. They’re predictable. They demonstrate their intent with raised hackles and bluff charges. They’re simpleminded, concerned only about their young and where their next meal is coming from. If Vein had the time, he’d probably own a dog or two. It’d be a nice change of pace, having a companion that doesn’t have a malicious bone in its body. He has ample evidence in the shape of stab-wounds and bullet-holes to prove that the hearts of men are tainted with corruption. They always have been.
But God, (or whatever cosmic entity is running things out in the ether), has made a delightful habit of shitting in his dinner. It’s as if he’s got a standard-bearer hellbent on undermining him, or a trio of witches pointing notched knuckles toward Birnam Wood, because every lesson he’s ever learned fizzles out like a one-hit wonder the moment he lays eyes on a certain blond.
