Herrah is fed up with watching Lurien pine after a wyrm too oblivious to realize how badly he's wanted, and fed up with Lurien being too repressed to even consider making his wants clear. A lucky opportunity gives her the chance to prompt the Pale King into action... by goading him into it.
She doesn't expect to get quite as involved as she does. Not that she's complaining about where things end up.
(Or: Herrah somewhat inadvertently winds up giving Lurien both the best time of his life, and the most embarrassing.
