Arthur is not a man of many words. Banter, yes, fine; he’ll fire endless quips at his manservant without hesitation. He can conjure up something vaguely inspiring, too, when the occasion truly calls for it and his men require a surge of morale. But when it comes to true sentiment, moments of vulnerability, words are difficult to come by.

“You saying you want to take charge, Stevie?”
“I’m saying I think we should... dom him,” Steve practically whispered, breath hitching when Eddie grinned.
“Dom him?”
“Don’t act like you don’t know what I’m talking about.” Steve shoved at Eddie’s shoulder with a laugh.
“Oh, I know exactly what you’re talking about,” Eddie replied, taking hold of the hand Steve had just used to push him, shifting closer, bedroom eyes on full display now as he leant in until their breath mingled. “I’m just surprised you’re the one bringing it up. So, you wanna break our Billy down? Want to make him cry a little bit?”
“Not just a little bit,” Steve said, the words ghosting out of him. “I want him sobbing, I want him begging. I want him to feel so safe with us that he gets all soft and needy. I want to work him over until he can’t help but give up that control and let us take care of him. I want him to know, deep down, that we’re never giving up on him.”

Summary
After the fight at the Byers Steve returns to school feeling sorry for himself. He doesn't want to face Billy, or the smugness with which he's going to be teased for failing so spectacularly. But Billy's not there, and when he eventually returns, looking so much worse than Steve, it sparks some unfamiliar feelings that Steve doesn't want to deal with.
Especially when Billy actually apologises.
