For some reason, this means yokai have a standing invitation to pester Izuku with their existence. Birds assemble choirs for his birthday. If there’s no cedar leaf under the welcome mat, the amazake babaa that lives two apartments over will be knocking on their door by evening. His yokai-purifying excursions get mistaken for vigilantism far too often.

The Greaton Essempee
A land of fantasy and gods who roam among men.
Up in the sky sat the palace of the gods, housing most of the main deities.
Within the palace usually reigned the creator, Philza.
Philza’s many “children,” as the worshippers called them, were the other major deities.
Centuries have persisted with the gods keeping a watchful eye on their followers, and on their connected siblings.
One day, however, one of Philza’s creations, a ruler by the name of the “End King” had gotten too cocky of his own power. He made a grave mistake in his attempts to capture the world from the gods’ grasp.
The End King had stolen an infantile god from a quartet just recently created.

After a battle with the Pyromanic Sapnap went wrong, he met some of his favorite heroes - the Sleepy Bois Inc, the most powerful in the city - no, the world. He'd looked up to them since he was small (er, smaller).
"What the fuck kind of name is Wife Haver, anyways?"

In a world ran by heroes and villains with superpowers, vigilantes like Tommy Soot try to help keep the peace as best they can without getting caught by those in charge. It doesn't help that the person who he lives with and basically adopted him as a brother was one of the top ten heroes, nor that his best friend and partner in this illegal justice serving lived under the care of the number one hero. It also doesn't help that Tommy doesn't have any powers.
It's fine though! They don't call him Big Man Innit for nothing. (Well they don't call him the big man part, but that's besides the point)
Oh, also, apparently he's being chased by a vigilante group led by a dude in a mask? Don't quite know what thats about.

Summary
Tommyinnit leads one of the worst double lives in history. After his parents death Tommy was quick to take care of himself, and soon his close friend as well. He became a vigilante because he was never able to have the same opportunities considering his financial condition. So as a remedy he gets a grant based internship with a highly respected corporation. The very corporation that helps with any legal work that heroes face, meaning Tommy is surrounded by the people trying to catch him for the better part of most days. His biggest issue now is for them to never find out, and to do the occasional coffee run.
Or,
I read a Hero fic with Tommy as a vigilante and fell in love with the idea.

It was a much closer call than Tommy would have preferred. In his haste of escaping a group of thugs, he almost missed out on talking to a pretty woman. Granted, Tubbo was gonna be pissed when he got home. Such is the life of a heroically handsome vigilante.

Okay, so maybe vigilantes were illegal heroes, but were they really so bad? Tommy didn't think so, but maybe that's because he, himself, was one. Even so, seemed like the top hero agency didn't quite agree with him. Great. As if life wasn't hard enough.
Or
TommyInnit is a vigilante while Wilbur, Technoblade, and Philza are the heroes supposed to take him down. Things don't go quite as planned.
