Summary
The Sludge Villain doesn't find Bakugo after escaping All Might, but some other random civilian. There's no series of explosions to draw All Might to the scene of the second attack. It's by pure luck that Izuku stumbles upon them. And Izuku does what he always has when he sees one person hurting another: inserts himself between the aggressor and victim. He finds this is significantly harder to do when one of the parties is a sentient slime.

The adults rushing toward him were tense with the intent to attack, and Izuku tightened his hold on his gun. “Freeze!” His finger rested on the side of the trigger, pointing the weapon at their feet. “Civilians are not permitted here! It’s dangerous! Go back to the evacuation zone with the others!” Izuku rattled out his order, clinging to the only familiar thing he knew. It wasn’t the first time he’d found straddlers in a warzone, but this was the first time that he went from a completely destroyed city to… this. A familiar rush of anxiety tingled in his toes.
He hated firsts.
The strangely dressed adults froze, bodies still poised. The woman shot her companion a confused glance as they both looked between him and the enemy soldier.
Izuku reached a hand toward his ear, pressing the small com button. “Commander, this is 031, reporting in, I have a 34-6. Do you copy?”
Static. No answer.

Izuku has plans for everything.
He plans out what to say to the cashier when ordering coffee, he plans out his homework before even opening his textbook. He has a whole ten-year plan for how he’s going to get into UA’s hero course and get his hero license fully quirkless. He plans for every wild, unlikely scenario he can think of because his anxiety gets so bad if he doesn’t go through every possible outcome, every way his life could landslide into disaster–– but Izuku never planned for this.
For once, he doesn’t have a plan and he doesn’t have time to think of one. All he can see is Yagi-san’s lined, kind face looking resigned as he stares down the villain in his shop. Yagi-san, who is the closest thing to a father figure Izuku has ever had.
Izuku doesn’t think. He just moves.
(Or: Izuku saves the number one hero, gets a hero license way earlier than anyone wanted, realizes that maybe hero society isn’t as great as he thought it was, and everything just kind of falls apart from there.)

Midoriya Izuku has always been written off as weird. As if it's not bad enough to be the quirkless weakling, he has to be the weird quirkless weakling on top of it.
But truthfully, the "weird" part is the only part that's accurate. He's determined not to be a weakling, and in spite of what it says on paper, he's not actually quirkless. Even before meeting All-Might and taking on the power of One For All, Izuku isn't quirkless.
Not that anyone would believe it if he told them.
