Jason Todd never returned to Gotham, instead choosing to stay with the League of Assassins. But the League is no longer safe for Damian and he must be sent to stay in his father's care in Gotham. It's perhaps the worst decision Jason could make, but he can't just leave his little brother's safety in Bruce's hands, even if the old man means well. But Jason Todd isn't ready to return home yet.

Jason Todd wakes up six feet under ground. Then he starts to remember how he got there. Jason escapes his coffin and remembers the words said in his fight with Bruce.
"I'm not your father Jason, I don't need a teenage rebellion from you."
Instead of searching out Bruce on his way out of the cemetery Jason wanders around Gotham in a catatonic-like state.
Years later, and with help from Talia, he manages to get into med school and start his residency. Unfortunately for him the only place that he never wanted to return to is the one place that still has available spaces to take on the beginners... and Bruce Wayne was going to give a speech to the new residents in the hospital that very day.

The attacker was just a kid; something Jason had guessed from the size of the person’s legs and fists and from the considerably non-adult strength used to try to knock him unconscious. But this wasn’t just any kid. No, this kid was wearing a distinct traffic light colored uniform the likes of which he hadn’t seen in years outside of that damned memorial Bruce keeps in the cave. A distinctly more vintage model than the uniform Damian sports as Robin. But it wasn’t just the uniform that made Jason drop the kid’s arms and let him go. No. This kid looks exactly like Jason. Exactly like Jason looked as Robin. It’s like looking into a mirror from the past and seeing a face he never expected to see again. Jason feels like he’s seen a ghost.
There stands Jason Todd. Robin. No more than fourteen. Jason sees green tinging the edges of his vision and takes a deep breath. This is not the time.

On the night of September third, 1999, Jason Thomas Wayne disappeared from Gotham Memorial Hospital. Born prematurely just two weeks ago on August sixteenth, the baby had been staying in the NICU until stable enough to go home with his father, billionaire Bruce Wayne. Reports say that it was most likely an inside job, as there was no evidence of tampering with security or personnel. So far there have been few leads into the disappearance, but police have detained a paramedic under allegations of aiding and abetting. Security cameras show him entering and exiting the NICU within the time frame Jason Wayne went missing. So far the police have not released a statement on the matter.
Jason Thomas Wayne was stolen from his crib at two weeks old by a money hungry Willis Todd, who intended to keep the kid until he would "find him" and return him for a reward later. Although, things don't always go to plan...

Summary
There are two locations in Crime Alley that everyone knows are neutral territory: JT's Garage, and Flag's Bar situated two blocks over.
The Alley's run by a Ghost story who goes by that very name and lives up to every rumor told about him; whether this be the blood running down the streets of the Narrows during the gang war waged for the Alley or Ghost's merciless hits against those who defy his order. Even the kind smiles and open rooms without strings attached offered to the citizens of the Alley are true.
Its been this way for three years now. Ghost has taken over Mask's territory, ran Penguin out, and shut down Two Face's operations. He has worked long and hard enough to secure a foothold and establish a system under his Code.
And it works. It does.
Three years is also enough time that Spoiler and Signal, the two newest Bats, begin to get a little too curious about finding out who the elusive Ghost really is.
(Jason hadn't wanted to get involved with the Bats this time around. He wanted to clean up the Alley, work on cars with Santana, and maybe smoke some weed and drink some beer on the weekends when he wasn't out doing crime-lord shit. Fuck.)
