Summary
Steve turned to Bucky, who was watching him warily. "I'm sorry," he said.
"You are distressed."
He snorted, covering his face with his hands. Steve rubbed them up and down vigorously before lowering them. "Something like that. Are you okay?"
Bucky leaned back against the wall, his eyes never leaving Steve. "I've always had this feeling," he said slowly. "Magnetic. Pulling me towards something. It's always been there. And then you fell into the Potomac and it went away. That's why I went after you. I just knew.. the feeling was you."
Steve softened, his vision blurring.
"I'm.. yours?"
It hit Steve that he really should have listened to what Bruce had told him, and he made a mental note to ask JARVIS to pull up the conversation later. "You are yours, Buck. You belong to yourself first. We can worry about the rest later."
OR
Steve and Bucky bond in 1942 but the serum messes with it, resulting in misunderstandings and a ton of heartache.

He usually kept it covered. Whether it be with long sleeves, a cuff of some sort, or make up Natasha skillfully showed him how to apply.
He didn’t cover it up because he was ashamed or because he was one of those people who didn’t like others knowing who his soulmate was- no. He covered it up out of respect. Respect for his fallen partner, and respect for himself because he knew looking at those swoopy lines of James B. Barnes on his wrist always made him crumble like his legs were kicked down.
When he crashed into the ice all those years ago he thought he was going to see Bucky again- he thought he was finally going to be with Bucky without people giving them ugly looks and throwing slurs their way.
He thought he was going to be happy again.
(Or: Two part AU where Steve and Bucky are soulmates, Bucky fell, Steve hurts, they meet again like men through time, they reunite, and Bucky wants his tattoo back.)

“I like you in a uniform. Expressly,” Bucky corrected. Goddamn angel of a man, Bucky thought. It was ridiculous how turned on he had been when he’d first lain eyes on Steve in that fucking outfit. His then closeted propensity for a man - Steve - in uniform hadn’t reared it’s horny head until that moment and since then, recovery period notwithstanding, the sight of Steve all dressed up made his heart race and his dick hard.
Nevertheless, he added; “That don’t mean I want to wear one of my own.”
