Nothing Izuku did would make it trigger. So he, and everyone else around him, assumed he didn't have one, and he was a quirkless kid with a 18 carat run of bad luck.
But he did, and it was active. Subconsciously controlling technology that in no conceivable reality should be present on Earth, calling it to him.

As Yvraine explains to Guilliman, it was once a pleasure ground for Aeldari before the birth of Slaneesh and made barren into a Death World. Centuries old, a human who is also a New Man , but he does not worship any God-Emperor or Chaos and wants to destroy the known universe and recreate a new utopia that does not require Chaos or The Emperor of Mankind.
