Summary
When Ed gets locked up and over-medicated in Arkham, his hallucination appears to help him cope in a most unlikely way. In the aftermath of his surprisingly kinky trysts with his other self, Ed (and his own body) falls into the delusion of getting knocked up by his hallucination. Six months into his Arkham sentence and four months into his "pregnancy," Ed is released and taken in by none other than Oswald Cobblepot, who's now running for mayor. Ed must juggle his hidden pregnancy, flings with his other self, and a new budding romance between himself and his best friend: the new mayor.

Summary
Set in a slightly different timeline then canon, Edward Nygma never gets caught for his crimes and continues to work for the GCPD up until Oswald becomes mayor. However, after the inauguration Edward is called to be Oswald's new personal secretary. Unfortunately, Oswald's intentions are naturally far from pure. Fortunately, Edward is totally into that.
After some mild miscommunications, they quickly establish a light Dom/Sub relationship. Built on the slow build up of tension, the rather public mayor's office as well as Oswald's inherent possessiveness.
But this new relationship comes with a different set of problems, as the pair try to balance kink and desired power imbalance with the want to establish a more conventional public relationship.

Harleen Quinzel works as a freelance psychiatrist for both Arkham asylum and the GCPD, detectives use her as a profiler for murderers and she has an incredible knowledge of the criminal mind. Edward Nygma works as an assistant medical examiner for the GCPD and his talents are under valued but Harleen sees his abilities and how people treat him.
Oswald is running a crime empire, he has his club 'The Iceberg Lounge' and is very lonely. Ivy is Oswalds right hand woman, she has alot of fun just being his friend but thinks he's lonely.

This is set in an AU because timeline wise it is so out of Whack, we have s3 Ivy, s4 Oswald, s1 Ed, and Harleen Quinzel who isn't even in the show but I want her there and she had so much potential they should have put her in, Jerome is 'the joker' but he and Harleen are not a ship in the slightest and barely interact but he does have a bit of a crush on her.Characterisations are my own personal take on these characters, but certain things are the same, Ed and Oswald will still have an enemies to lovers arc but it's not the same one in the show, Ivy and Oswald have a similar dynamic to the show but Oswald is a bit nicer to her.

Victor liked the Penguin. The man paid him well, and treated his work with respect. He understood when to kill someone, and he understood what it meant to do so.
Victor, decidedly, did not like Edward Nygma. Something about the man rubbed him the wrong way, even if he couldn’t quite put a finger on it.
But the two were blind as bats if they still believed they were just friends.
