Summary
Incarnated sorcerers have nothing in modern society. Unless they choose to take their vessel's appearance, they become stateless, as all legal documents they could have used belong to the person they're possessing, not them. So they stay in the colonies, waiting for the day Kenjaku kills them and starts the Merger, or for when the Culling Game ends and sets them on the run.
Uro Takako is one of many such cases. The Sendai Colony is empty now, and she can do nothing but wonder what to do. When a modern sorcerer starts evacuating the remaining civilians inside the colony, she decides to watch the woman work, and steal.
