As for the story itself: it’s about a popular high school boy who relentlessly bullies a transfer student returning from overseas. The transfer student isn’t fluent in Korean yet and also has a stutter. It’s a story about bullying, plain and simple. There’s no romance (or is there???)

Summary
If you ever asked somebody—a teenager to describe school, they’d probably say something among the lines of “educational”, “useful”, or maybe even as exaggerated as “prison” or “hell”.
But if you asked Juhoon, he’d describe it as “a social hierarchy”.
Because yes! School is everything that was named above, but it was just.. strange.
Why does a place that is supposedly only for your own educational good have social titles for the students that go there?
Why are teachers favouriting the ones that are better off in social status rather than treating everybody like an equal?
Why must the kids pay for their lunches if not provided for them by their household or by the school board?
Why is school costly for some families when it should be a free-of-charge service?
And despite his own opinions, he himself is a victim of everything.

Soul marks are the tool of Balance, scholars say, and the way Fate can make things right, give just a little hope when all seems lost. At least that is what Shanks knows, what his Father - Captain had taught him when he was only knee high and enthralled with the dark words scribbled on the older man's left arm.
Romantic bonds become black. We don’t know why it happens like this, it just does. Familial bonds become dark blue, like the Sea when she is at her worst, churning in the throes of her anger. And platonic bonds become a soft blue, the caress of the waves under the Sunny sky. It is as it has always been. What cannot be denied is thus: when one’s soul mate is in mortal danger, a red mark will appear, crimson as blood, sometimes bleeding, sometimes burning, depending on the depth of the bond between the soulmates.

Summary
Their as a species call the Seracu and how powerful their venom is based on how strong their self preservation is. If they have no self preservation their venom can kill someone in seconds, if they have too much self preservation and become paranoid then the venom is no longer deadly. Luffy is half Seracu and the people taking care of her had no idea how to take care of her so Shanks who is also half Seracu decides that Luffy is better off on the Red Force.
