Summary
Coriolanus Snow strives to secure the best possible position in the Parliament of Panem while also keeping an eye on his newlywed husband, Sejanus Plinth, who is sometimes not as easy to control as Coriolanus would like him to be.
Sejanus, on a medical internship in District 4, finds himself in trouble again, though this time not entirely through his own fault, and his father may not be so willing to buy him out.
Meanwhile, Lucy Gray tries to build a life in the Capitol, dealing with her traumas and attempting to convince the Covey to join her, while embarking on a romance with Festus Creed, which, at first an innocent fling, gradually develops into something more.

Some of the papers were old, yellowed, with their corners torn by time, rain-stained and dirty. Others were new, white sheets freshly printed, maybe only a few weeks old. The papers covered most of the board. There were no flyers about community plays, no charity games, no lost dog notices. It was an entire wall of missing children, their smiles frozen in photographs that made everything more disturbing.
