One article about a bad hero turns into four articles, then ten, then twenty and soon the whole country is reading about licensed villains playing at savior. Izuku writes them haphazardly, picking heroes whose wrong doings are masked by their fame. During a life or death experience it wasn't uncommon for someone's quirk to evolve or strengthen rapidly in response. So it really wasn't a surprise for someone previously quirkless to develop one in such a situation. Knowing these things didn't make anything easier though.
