Suddenly, Izuku's eyes dart open, he looks around, blinking, sees Katsuki and looks down at his chest. Izuku's grip on his shirt loosens, he places his hand right in the middle of Katsuki's chest, takes a deep, contented breath, and closes his eyes again. Izuku's head hits his shoulder like a rock sinking in water, hard and fast, making Katsuki wince.
His immediate reaction would be to bark at Izuku and shake him awake, but he just can't. Not after how he's been behaving for the past few weeks, not after what just happened.

Either you fix your costume so you're not at risk of dying before you graduate, or you leave the hero course. This programme is compulsory. Fail to complete it, and you won't have to worry about graduating.”
Shouto doesn't say anything, merely slings his bag over one shoulder and stalks out of the door. He’ll pass this programme one way or another, but his costume isn’t going to change at all. No matter what some idiotic support student has to say about it.
When Aizawa deems his costume 'hazardous' to his health, Shouto is forced to find help in the support course; Help in the form of a very annoying, very rude, but kind of cute guy.
Izuku is as unwilling to help as Todoroki is to be helped, but he likes a challenge. Besides, maybe, somewhere deep deep down, the 'Ice Prince' isn't as bad as everyone says he is… -
