Shadow's feelings had developed over years, and taken nearly as long to accept. Multiple times, Shadow had tried to confess this, only for Sonic to dodge the conversation.
Sonic liked what they had. Something outside simple rivalry and friendship, yet he knew at some point, Shadow's feelings had become romantic, while Sonic's had not. So Sonic dodged the conversation, not wanting to let Shadow down. Or worse, not knowing how to explain that even if he didn't feel the same, his soul still ached for its other half.
OR Shadow loves Sonic romantically and confesses. Sonic is aroace but still loves Shadow with his whole heart and confesses THAT.

Summary
Sonic is the dominant alpha on the island. He sees it as his duty to protect the residents. That goes into overdrive during his rut, putting everyone on edge. Shadow, also an alpha, knows the only way to get Sonic to leave them alone is if he was sexually satisfied. Shadow was just trying to help them, but he got too close. Sonic saw him as a threat to his people, and what better way to neutralize an immortal threat than dominating it?

Summary
Sonic doesn't even really know why he says it. It's not like Metal can respond, or even lash out the way Sonic kind of wants him to. He wants a fight, wants punches and bruises and the taste of blood in his mouth. Just something to take the edge off. Anything. But he can't touch anybody else now without infecting them, and Metal is beholden to protocols and code, to Eggman's fucking orders. So long as their truce holds, Metal won't be attacking him, no matter how much Sonic goads him into it.
But that doesn't mean he can't try.
or: Sick and exhausted, Sonic lashes out.
