Then he answered Bruce's unasked question, "Some of the guys found an empty water tank left behind the circus tent, scratches all up the inside. Castillo thinks they might have had real mers, not like we have. But if they did…I pray for those animal's souls they were dead before they could hit the water."

    Gordon glanced into the blank eyes of Batman's cowl. "Lord knows there hasn't been a real mer in Gotham since the Waynes died."

    Gordon was right, when he said there hadn't been a mer in Gotham since his parents died. Following their deaths, there was no one left to fund the city's safe disposal of chemical waste. The unique mix of off-brand fear toxins, Joker venom sludge, Bane's failed venom batches, and every bit of factory run-off from the last twenty years had ruined Gotham Bay for good, turning what was once a protected species into monsters. Batman wasn't strong enough to stop it.

    Then Bruce finds something in the pipes.
