Scott and Jimmy had a rather dramatic falling out in their relationship, leading to them breaking up. This doesn't mean that they can ignore each other, they're both rulers and neither will make it a problem to get trades.
It doesn't mean their talking though.
However you don't have much of an option when you're stuck together.

Summary
Everyone has a different approach to cure themselves from the boogeyman curse: some build elaborate traps, and some go around until they find a perfect target. Scott does neither of those things and instead chooses to stay at his base and just wait for an opportunity. Absolutely nothing can go wrong with that plan, right?

Scott makes bad decisions as the boogeyman and ends up desperate.

Summary
Scott was the crown prince of the Elven Empire of Rivendell. On the day of his debut, his magic, more potent than any yet in the royal bloodline, had torn out of control. He’d reached for support, tried to escape the eyes, assessment pointed like daggers from all directions. Nothing. He was halted and thrust back, perfection a demand heaped upon young shoulders. Nowhere to run. Nowhere to hide. Anxiety had bubbled over, and the temperature plunged.
The only people in the room who weren’t frozen solid were his own parents. Despite being the Crown Prince, he'd been dismissed, sent to live in the distant palace on an icy peak, isolated and alone, forced to grow used to the cold and the quiet. Letters, be they begging lines on tearstained parchment or impeccable penmanship and flowery words, were always returned just the same. A monster, uncontrollable, who couldn't even be trusted with his own tongue.
So maybe he shouldn't be looking forward to the weekly murder attempts by a rather hapless golden-winged avian assassin. But then, he hadn't had someone to talk to in ages, and a gentle touch? He couldn't tell you the last time he'd felt something like that.

Summary
His wings still had the same base they’d always had - skin and muscle and bone, familiar limbs that he was used to. But rather than feathers, what was growing out of them were small, feather-shaped sheets of ice. They rattled softly together like icicles when he moved.
Scott couldn’t feel cold anymore. But he found as he wrapped his wings around himself (a childish reaction, but an instinctive one) that unlike the beautiful white feathers he was used to, the ice wings couldn’t make him feel warm, either.
Or, Scott has issues with the changes to his wings. Jimmy notices and helps

The Codfather’s loose shirt is gone now, and while Scott certainly hadn’t expected that level of muscle definition, that isn’t what he’s focused on. Jimmy’s torso is littered with scars. They’re all over, some large and others tiny, some an aged white and others a shiny red. He gapes at them, confused—what had happened? Is the sea really that dangerous? He knows Jimmy’s clumsy, does it justify this?
“What happened to you?” he blurts out, and Jimmy turns to him, face a picture of confusion, before his eyes follow Scott’s gaze. Comprehension dawns and his face closes off.
“You know how it is,” he says coolly, and Scott is pretty sure he does not, in fact, know how it is.
